To prevent the balloons from popping, you should not inflate them completely, leaving a small uninflated portion or "tail" at the end. This strategy works because of Boyle's Law, which states that pressure and volume are inversely proportional. When you twist the balloon, you decrease its volume, which causes the internal pressure to increase. By leaving uninflated space, the air has room to expand into that volume, keeping the pressure low enough so the balloon doesn't burst.
