Which comparison is correct?

The spinal cord carries messages between the brain and the rest of the body, while nerves branch out to carry messages to and from different areas. This is like a highway with smaller roads branching off it, so the correct comparison is “the spinal cord is like a highway, and the nerves are like the roads that branch off the highway.”
