Even though the United States had not yet officially entered World War II, Roosevelt believed that using America's industrial strength to produce massive quantities of supplies was essential to protecting democratic values worldwide. By acting as a warehouse and factory for the tools of war, the U.S. could help defeat totalitarianism without immediately sending troops into combat.
