Mr. Lopez gives his middle school class an assignment to create a proposal about an environmental problem. What will the class do to complete this task?

A proposal is a formal plan that suggests how to address a problem. So the class will turn in formal plans about how to address the environmental problem. Organizing an event or changing habits may be ways to take action, but they are not what it means to create a proposal.
