India has attempted to discourage population growth through education for girls, later marriage, access to contraception and reproductive health care, maternal-child health programs, and family-planning campaigns. These measures empower women by increasing their ability to make decisions about marriage, employment, and the timing and number of children. Education and economic independence are especially important because they tend to delay childbearing and make smaller families more feasible. India has also used sterilization incentives and targets, which have sometimes produced coercion and disproportionately affected poor women. Therefore, the most effective and ethical foundation of India’s policy is voluntary access, women’s education, and empowerment rather than forced sterilization.
